A 53-year-old man in Takasaki, Gunma Prefecture, was arrested on November 27 for allegedly keeping cats in appalling conditions in his apartment. The arrest follows an investigation by the Gunma Prefectural Police’s Consumer and Environmental Protection Division, who charged him with violating the Act on Welfare and Management of Animals.
The man, who reportedly admitted to the accusations, stated that he stopped cleaning the apartment in 2013. Police allege that he kept one cat in particularly dire conditions, surrounded by animal waste, bones, and remains from other deceased animals.
According to authorities, the suspect rented the apartment in 2007 but ceased cleaning it six years later. Over time, animal urine and feces accumulated throughout the unit. Although the man now lives in his car, he reportedly visited the apartment regularly to feed and water the cats.
The situation came to light after the building manager reported the unhygienic conditions to the local animal welfare center. Following a city worker’s inspection of the apartment, authorities were alerted, leading to the police investigation in late October.
