The City of Greater Bendigo will implement new cat containment rules starting July 1, 2024, requiring cat owners to keep their pets confined to their property 24 hours a day.
Sam Johnston, Coordinator of Local Laws and Animal Services, noted that the city previously mandated cats to be confined from sunset to sunrise. The change to 24-hour containment follows the adoption of the City’s Domestic Animal Management Plan 2021-2025.
While acknowledging that the new rules may be a significant adjustment for some cat owners, Johnston highlighted several benefits, including reduced risks of injury from cars and other animals, disease prevention, and protection from poisoning, bites, and extreme weather.
Cats can still enjoy the outdoors on their owner’s property or when under control in a harness, carrier, or leash. Johnston recommended resources from Animal Welfare Victoria on cat-proof fencing and enclosures, noting that a variety of budget and high-end options are available to suit different needs.
By creating tailored enclosures, cat owners can ensure their pets have a safe, enjoyable environment, connected to the family home through a cat door for added convenience.
