A notice of motion to rescind a 24-hour cat confinement order, initially passed at the April council meeting, has been successful following last night’s deliberations.
Following a vote by councillors, the City of Greater Geelong has opted to maintain the existing cat curfew order, which has been in place since July 1, 2009. This regulation requires cat owners to ensure their feline companions remain securely confined to their property between sunset and sunrise.
The proposed confinement order, slated to commence on November 1, 2024, would have mandated pet owners to confine their cats to their premises at all times, whether indoors, in a designated outdoor area, or within a secure enclosure. Any cats found outside the property would have had to be restrained or placed in a cat carrier.
Councillor Melissa Cadwell expressed concerns about the potential financial burden imposed by the policy, particularly on residents with limited incomes who may be forced to part with their beloved pets. She emphasized the lack of clarity on how the policy would accommodate registered cat owners residing in rental properties, highlighting the significant investment required for compliance while still allowing cats outdoor access.
Councillor Melissa Cadwell spearheaded the motion to rescind the cat confinement order, citing concerns over the financial strain it would place on cat owners and the lack of clarity regarding its impact on those living in rental accommodation.
Under the Victorian Domestic Animals Act 1994, Council officers have the authority to issue fines ranging from $96 to $385 to cat owners whose pets are found roaming outside during curfew hours, with repeat offenders facing harsher penalties.
The decision to rescind the order was supported by a vote of six in favor to five against. Councillors Harwood, Murrihy, Kontelj, Aitken, Hathway, and Cadwell voted in favor of rescission, while councillors Sullivan, Mason, Wilkinson, Nelson, and Moloney opposed it.
As a result, the City will not proceed with the proposed 24-hour confinement order.
