The City of Rockingham’s new Cat Amendment Local Law 2024 will come into effect on December 23, imposing restrictions on cats in certain areas across the city. Under the new rules, cats will be prohibited from roaming in designated parks, reserves, and conservation areas.
Mayor Deb Hamblin emphasized that the new legislation aims to protect the City’s sensitive wildlife habitats. “Wildlife in areas such as parks, reserves, and wetlands are extremely vulnerable to being preyed on by cats,” Hamblin said. “This amendment will help safeguard both the health and safety of cats at home while protecting our local wildlife from unnecessary harm.”
The new law mandates that cat owners will face a fine of $200 if their cat is found in the restricted zones. In addition, the City’s officers will take custody of any cat found in these prohibited areas for further investigation.
To ensure residents are informed, the City will be offering educational programs to help cat owners understand the new regulations. “In February, we will hold a Feline Fest 2025—a free community event for all ages focused on cat care, cat behavior, and the benefits of keeping cats safely contained,” Mayor Hamblin announced.
The City encourages responsible cat ownership, urging owners to keep their cats at home where they are safest. “We also encourage all cat owners to ensure their pets are microchipped, sterilized, and registered,” Hamblin added.
